“A Better Way to Mill” may be the slogan for Dallas-Fort Worth based company, ACU Construction, but to many whom have partnered with the disadvantaged business enterprise (DBE) firm, this may be an understatement.
ACU has been involved in some of the largest heavy construction projects in the country.

ACU, short for Asphalt Cement Universal, offers a diverse array of pavement services including complete asphalt and flex base removal, profile milling, grade/slope milling and milling with paving, to name a few, ranging from simple to sophisticated in complexity.

ACU President Harry Clincy launched the company in 2009, and was joined by his business partner Harold Williams in 2011. Since then, ACU has filled a large space in the asphalt milling industry in Dallas/Ft. Worth (DFW) with years of experience spanning multiple states, not just in Texas but also in New York, Pennsylvania and Georgia. ACU Construction has successfully completed multiple projects in DFW, and east Texas.

ACU was selected for the Goldman Sachs 10,000 Small Businesses program (10KSB) in 2015 where they gained business knowledge and insight on how to effectively identify and evaluate opportunities of business growth, as well as risk. Additionally, the firm’s participation and business training in the Executive Entrepreneur Program (EEP) program in 2014, offered by the Greater Dallas Hispanic Chamber of Commerce, taught ACU how to
successfully scale its company. The EEP and GS10KSB programs are what helped ACU open more doors to bigger opportunities.

ACU started on the Dallas Horseshoe Project in 2014, and continues to work on the project for PLC’s various pavement needs. Williams admits that many DBEs are fearful of being involved on large projects because of the perception that DBEs would not be given a second chance if they were to experience any type of setback. “Roadwork is a very capital-intense business. Without big companies like PLC giving DBEs a chance to grow into general contractors, we would never have a company,” Williams said. Clincy points out the mutual benefits of DBE inclusion, using ACU’s affiliation with Pegasus Link Constructors (PLC).

“Our partnerships with large firms strengthen the long-term stability of ACU Construction, and at the same time it shows that the larger firms are committed to empowering qualified and capable minority and disadvantaged businesses,” Clincy said.

ACU has been recognized by several professional organizations, including the 2015 Government Contractor of the Year by Dallas Metropolitan Small Business Development Center, 2015 M/WBE Quality and Excellence Entrepreneur Award by the Greater Dallas Hispanic Chamber of Commerce, and 2015 Outstanding Performance Award by the Government Contracting Sector of SBDC. ACU’s 2016 goals include new opportunities that will allow them to expand its footprint in the TXDOT highway construction space.
